    Ochoa Increases Bail for Heather Hulsey

    Santa Barbara County Superior Court Judge Frank Ochoa increased bail to $250,000 for Heather Hulsey, 21, who — the day before she was scheduled in court to face vehicular manslaughter, hit-and-run, and drunk driving charges — was arrested for public intoxication at UCSB. Authorities say that Hulsey, who was 20 at the time, struck and killed Dr. Ronald Shlensky and then fled the scene while driving drunk in Montecito on 7/28/06.
