The convention of environmental experts that met at UCSB earlier this month for a California-European talk on climate change have produced a “brief but bold document” titled The Santa Barbara Consensus, which outlines the need to switch to a new energy system that includes decentralized power production and storage and revised worldwide emission allowances.
