Responding to concern about gang violence, the Santa Barbara School District has modified its “no flyer” policy, adopted eight years ago, that prevented after school programs from distributing flyers to students and their parents. The new policy will allow the City of Santa Barbara’s Parks and Recreation Department to send out flyers on behalf of free programs, in exchange for receiving designated space at particular junior high campuses for them.
