Don’t let the pastoral beauty of the 3rd District fool you – it’s a region of controversy and frustrations. Since the 1990 census, which confirmed people were moving north, the district has teeter-tottered between supervisors who represent the anti-growth sentiments of the South Coast and the pro-growth attitudes of the North County.
