This Tuesday, July 7, Toad the Wet Sprocket frontman and veritable S.B. legend, Glen Phillips, will unveil his new collaboration, titled Works Progress Administration, at SOhO (1221 State St.) at 8 p.m. The 4-piece “supergroup,” made up of Phillips, Sean Watkins, Luke Bulla, and Sebastian Steinberg, grew out of a musical friendship formed at L.A.’s Largo.
