A hit-and-run collision Saturday left two pedestrians dead and police looking for the driver responsible. Witnesses of the accident, which occurred on Las Positas Road near the Earl Warren Showgrounds, were able to provide authorities with a license plate number, which was then linked to John Steffen Peters, 46, a convicted sex offender. Although Peters had ditched the van he was driving, police used a global positioning satellite device he is required to wear by his sex offender status to locate him.
Peters, who officials say is homeless, was arrested shortly thereafter and questioned by law enforcement. He admitted to fleeing the scene of a fatal traffic collision, but apparently no evidence was found indicating that Peters was under the influence of drugs or alcohol at the time of the accident.
The two victims, a man and a woman, were pronounced dead at the scene. Authorities are waiting until their next of kin are notified before divulging further information about them.
Peters, who is in police custody, is currently on parole, and is listed on the sex offender registry for oral copulation with a person under 16 years of age.
[UPDATE:The names of the two accident fatalities were released by authorities Monday morning. Elisabeth Contreras, 36, of Santa Barbara, and Alan Garcia, 38 of Goleta, were both pronounced dead at the scene on Saturday after they were struck while crossing Las Positas Road.
The driver of the van, 46-year-old John Steffan Peters, is being held at the Santa Barbara County Jail, facing charges of parole violation, vehicular manslaughter, and felony hit-and-run. Santa Barbara Police Department Traffic/Motors Supervisor Noel Rivas said Monday that although the department is not sure when exactly Peters was released from state prison, he had recently completed an orientation for new releases. This was the first time the department had used the satellite tracking device.
On Saturday, Peters’s van had crossed the intersection of Las Positas and Tallant roads in the direction of Santa Barbara. Police reported that the intersection had 26 traffic collisions last year resulting in six injuries, but no fatalities. Both accident victims were wearing dark clothing when they were struck.]

I am not sure from reading this article how it is determined who is "responsible" for the "hit" part of this tragedy. There are probably many contributing factors to this tragedy but I don't read any details that would determine fault.

So without the witnesses they would not have had the license plate number that was linked to Peters. Who happened to have a gps locater on his ankle. So tell us how without the witnesses they would have known to locate him?

I agree there are probably a lot of other factors involved. One could say you should have been wearing brighter clothes, looked both ways and so on... however it was a hit and run; jerk face in the van is clearly at fault.

Completely Agreed people should def read before they post. Regardless of the situation he fled with NO REMORSE!!! He is a cancer to community not only a child molester but a murderer. All I ask is that anyone who feels that he is guilty voice your opinions loudly. We do not need people like this in our society . What a horrible tragedy - my heart goes out to the family and friends of the young victims. And, as for the suspect (yes, "innocent until proven guilty" - won't be hard here though), I only hope he is never released into society again.
But here's something I really had to chime in on:

That intersection is a death trap! I lived right by there for about three years and saw first-hand so many near misses I stopped counting. Daily, I would drive home taking Las Positas from State and trying to turn left onto Talant was a nightmare! Since the intersection is at the bottom of a small hill, once the cars coming from the opposite direction (usually speeding for some reason) get over the top of the hill and see someone crossing the street or making a turn onto Talant, they have no time to brake safely.
It will be interesting to see if the victims families bring a civil action against the city for the dangerous condition created by the intersection and the lack of any warning signs, crosswalks, etc. With the amount of accidents known to have occurred there in the past year alone, the city was clearly aware of the problem and should have taken some measures to prevent further harm.

I must say everyone hear has such a beautiful heart to consider lisa and alan, as for dopey's dumb and ignorant statements well he made it clear that he is just that ignorant. I wish I could visit mr peters to express how i truelly feel about his behavior but i do believe in god and I know he will get his. KARMA is a B***h. I also agree that the city is at some fault for this because if there has been other accidents in a year that has made it a full warning then why i say Why the hell has nothing been done so many tax dollars wasted on stupid stuff but when we need warning signs and cross walks like the light up ones then why are they not being used. Ahhhh so annoying. I am a little bitter that the colum stated they were wearing dark clothing.. WHO cares it should not be a excuse for anything. Does a girl wearing a mini skirt asked to be raped??? okay well enough I am sending all my thoughts prayers and heart out to the families that are facing such a horrible time. first of all i would like to say how much of a joy lisa was to have. her smile and eyes lit up the room.. she will never be forgotten . everyday i think about her and think about whenever she would come over and ask what i was doing. I wish that Peters would have never been born. from the bottom of my heart he's the one person that i can't stand. i hope he gets what he deserves and i hope that he goes through the same pain as we went through looking at lisa's lifeless corpse. . i remember waking up at night with my mom screaming on the phone saying lisa's dead. no one should have to go through that pain. lisa is in a better place flying with the angels and hopefully pretty soon peters will be in the ground where he belongs.

First thing id like to say is i am so sad for lisa and alans family. I knew the garcias and they all are good people.
unfortunately I know jon to,, yes everything you have read about him is true, he may be going to jail for hit and run, but there is so much more he has done.. all the parents in sb should sleep better now, this guy is and always will be a sexual preditor and his tool is drugs. 5 years for all the stuff he has done is not enuff. two lives not to mention how many kids, i know of at least five maybe six. so this guy off our streets is the best thing for out town.. once again my heart goes out to the castros and garcias and any other family members.

mr. peters only got sentenced to five years for fleeing the scene.?.. i think this is stupid.! he killed my uncle and his girlfriend! santa barbara really needs a new judicial or supreme court because obviously they let this guy off the hook. he should have been charged for two counts of vehicular man slaughter and parole violation and hit and run.! what has this world become.?
