If you’re homeless and thinking about stopping by Chase Palm Park or the beach for an early morning rest, you may want to reconsider.
Joan Frankell volunteers and sleeps at the Rescue Mission. When she bundled under a blanket one morning last month while visiting a friend at Chase Palm Park, she received a ticket for illegal lodging. That ticket, and a subsequent ticket for the same offense, forced her to make an inconvenient court appearance on April 13.
Frankell said that on March 13 she left the Rescue Mission around 6:30am to meet a friend by the carousel at Chase Palm Park. She was suffering from a migraine, and it was cold that morning, so she decided to lie down under her friend’s blanket for warmth. Minutes later, Frankell said, two police officers with flashlights approached them without identifying themselves. The officers then proceeded to cite both Frankell and her friend for illegal lodging.

Stop the MCA from harassing these humans.
And why is the SBPD wasting any time harassing these humans when they could be positively affecting your safety, well being and comfort by assigning these officers to enforcing traffic and vehicle code violations; even at 6:30 a.m. http://www.youtube.com/watch?v=W6sJMD...

The SBPD should do more of the same. Tax paying citizens have the right to enjoy our parks and beaches without homeless encampments smack in our faces.

I hope this woman sues for malicious citation and asks for a hearing and wins. I support law enforcement, but sometimes one (or two in this case) has to make a common sense determination and do the right thing..

I understand this concept of 'pay to play' economy but it is not written into the constitution. If you can't or elect not to make it in this chosen and obviously dishonorable capitalistic economy, then where are you supposed to sleep, sit, stand, enjoy this earth? Jail?
So why is the Chamber and the MCA behind this and other bans on free speech and napping in public. These people have been corralled into the tiniest of little spaces and now they're being harassed by the SBPD at the request of these two organizations. It is just mean. Wouldn't it be better for all if we just met basic needs first.

I would be terrified of a person lying down to rest in a park. I feel much safer now that they rid the park of this clearly dangerous woman. (Parks are for recreation--not relaxation)
The gangbangers and drunk drivers I can deal with since all they can do is kill me but at least they won't shake my self-esteem, but the sight of a homeless person could cause great insecurity and be a threat to my sense of self-understanding.

The cops like making work for themselves. Who is to say, the lady didnt spend the night. She was sleeping with a friend under a blanket. Sounds like cohabitation. Or something worse. The laws are simple. It is not difficult to obey the law. The thing is, when one person agrees that some laws are bad, then it is easy to say other laws are bad and not obey them either. no smoking pot in public and no drinking alcohol in public. Two basic laws. Break them and more laws will get broken because the "care" is gone.
