The $50,000 project to realign some State Street benches to keep panhandlers from harassing people has some glaring signs of ineffectiveness.
First and foremost, this use of RDA funds, which happen to be at great risk of being taken by Sacramento due to the dire fiscal state of California, is irresponsible.
Secondly, if the homeless aren’t directly facing the sidewalk, they are still going to be sitting there. They will still be seen by everyone walking on State, and I’m pretty certain if the positioning of the bench is uncomfortable, they’ll find a different place to sit.
If we wanted to go with an ineffective, illogical approach, we might as well put a sit-lie ordinance—similar to the one Mayor Gavin Newsom sought to pass in San Francisco, which would fine individuals incrementally every time they sit or lie on sidewalks and streets between the hours of 7 a.m. and 11 p.m.—on the 2011 ballot. People would be fined time and time again, possibly go to jail (which taxpayers pay for), fail to receive the supportive services they need, and be back on the streets within days. This could give the illusion that the problem is being addressed, although it would be an expensive illusion to maintain.
The Downtown Organization the city were on a good track with the unveiling of the Real Change Not Spare Change campaign, yet it hasn’t had the follow-through necessary. The city was also on the right track when they implemented the Safe Parking program in conjunction with New Beginnings. While these programs alone will not solve the end result of homelessness or any of the root causes, we should, for our own good, seek pragmatic solutions, or no solutions at all, but we should avoid expensive pseudo-solutions.

To me this is typical Santa Barbara stupidity; throw money at something instead of thinking through whether or not it even makes any logical sense.
It's really not going to do anything unless magically having all the homeless facing the other direction makes them invisible.
And I really resent the tired idea of having to make everything clean and neat for tourists. Our city is a tourist destination. I get that. But it's not Disneyland. It's a real city with real people and real problems, just like any other. I'd much rather see the focus on helping people and taking into consideration what is good for the people who are here first. Then, things will fall into place for those who visit.

Fifty thousand dollars could go a long way on a lot of worthy projects. This is not one of them. It is a non-fix for a non-problem. If you don't believe panhandlers you are free to not make financial contributions to them. Ditto, Hotchkiss & Francisco & the Puppet - our so-called "fiscal conseratives."Next election time they;ll come round panhandling campaign donations.
Fact is, one can walk the whole length of State and not be asked for a plug nickel. Homelss people are in every city, every county, every state, despite the self serving lies of Hotchkiss & Francisco. Tourists are not the least bit surprised to see them, at all.
To be fair, there are occasionally obnoxious individuals on State, but as often as not, they are on their way to take a seat on the Republican dias at City Hall, and, when they panhandle, they expect a stack of C-notes. And it is for drugs, their drug of choice, political power.
As the old saying sez" Power corrupts, and absolute power corrupts absolutely." Or shoud it read: Absolut. Yeah so drunk on power, they have $50K to throw down the drain on an idiotic furniture reshuffle. Santa Barbara's Republican Tammany Hall. Who was it that said that history repeats itself, the first time as tragedy, the second time as farce? I can't wait to see Michael Self puffing on a Cuban cigar while driving one of her eight cars - or maybe she'll round out here collection by aquiring a 1933 Mercedes?

I find it interesting that in all the presidential debates that I've seen, I have yet to here the issue of homelessness addressed.
