Within a few months, it’s likely that RVs, trailers, boats, big rigs, and other oversized vehicles will no longer be allowed to park on the streets of Goleta without a permit, as the City Council on Tuesday moved forward a new ordinance to handle the steady stream of complaints about such vehicles leading to traffic problems, unsightly views, and health hazards from dumping, and amounting to the use of public space for private storage.
The ordinance — which also bans sleeping in said vehicles but does not apply to those “actively” loading or unloading — affects vehicles longer than 25 feet, wider than 82 inches, and/or taller than 80 inches; permits will be issued for up to three straight days of street parking, but no more than 36 days will be permitted in any six-month period. The cost of the permit will be discussed when the ordinance is finalized at a future hearing.
Though some spoke in favor of the ordinance — which was developed over a series of meetings that began in 2010 — others spoke against it, saying that the rules would be too onerous and wouldn’t allow them to, for instance, take their RV or boat out of storage at night, pack it while parked in the street, and then leave the next morning; others who use work trucks said it would hurt them economically. Councilmember Roger Aceves agreed, and voted against the ordinance, opining, “I don’t agree in creating laws when other remedies haven’t been tried.”

Actually Goleta can't afford the homeless incorporated type budget, but Isla Vista's "progressive" population can always foot the bill for those wanting a free-for-all pseudo-anarchist lifestyle.
Been getting crusites in town lately, funny watching them compete for spare change w/ the long time established BUMS (not homeless).
You should see/hear them @ AnisQ'oyo Park once the sun sets, it's hobo jungle out there.
Actually I've wronged the hobos as they actually used to go from town to town looking for work to make ends meet or support themselves.
What we're getting are just freeloading BUMS (not homeless) that feel entitled to what they feel they've earned: An easy living, compliments of those who work :) henry

I am incredibly glad I don't live down there anymore. I am retired, on a fixed income, and not rich enough to live in that area and am no doubt considered a BUM because of it. Never mind that I don't drink, use recreational drugs, live a criminal lifestyle, worked my fingers to the bone all my life and paid my way...I'd still be considered a "bum" and a "transient" because there is no way on earth I could continue to afford the obscene cost of living in that amusement park they call a city.
And Goleta is rapidly becoming another theme park like Santa Babylon; a shrine to rich college kids and yuppie drunks and gangbangers...while pushing its own people out...then calling them "bums" and "transients" into the bargain.
I know this attitude will never change, because it's easier to attack people than it is to face the unpleasant economic facts. This law was aimed not at cleaning up the streets of abandoned vehicles and blight; it was aimed straight at anyone who can no longer afford to pay the soaring rents in that area.
We keep squeezing the tube....then we whine that there is toothpaste on the mirror...and then blame the toothpaste for being there. Over and over again...like "Groundhog Day"..we keep making the same mistakes, then stamp our feet at the results.
This is what happens when policies are enacted to benefit the rich and the wanna-be-rich and the me-too's....you get old, disabled and poor people who can't dance fast enough to the tune that keeps speeding up every year. Don't whine about it...this is the logical result of a blindered, elitist society and its "let them eat cake" approach to socioeconomics.
Those who commit crimes against others need to be arrested and jailed. Stealing from and violence against others can't be tolerated in a civilized society. Everyone has a right to occupy their home peacefully and in safety, period.
I draw the line at vilifying, criminalizing and terrorizing people because they are poor or homeless. That kind of behavior is about as ethical as kicking a baby or beating up an old man in a wheelchair. It's disgusting, inhumane, and we all know better (I hope) than to behave that way.
That said, this kind of behavior will continue there because of the powerful sense of entitlement Santa Barbarans (and increasingly, Goletans) have been infused with over the decades. They are special, privileged, the Chosen Ones, and anyone whose sheen wears off with age or circumstance needs to just hop on an ice floe, roll on out with the tide, and do society a favor by disappearing quietly. Any who don't will be set upon and hacked to pieces slowly, painfully, one law and one cruel comment at a time.
We have come no distance from Dicken's time...except that we don't have poorhouses. Yet.

Holly: The vast majority of these people are NOT from the area. And, the vast majority of these people do "use recreational drugs and live a criminal lifestyle". Apparently, you no longer live here because you can no longer afford to live here. That makes sense. Then please tell me why, in the name of all that is under the guise of common sense, would a person in a dire financial situation come into or stay in a place as expensive as Santa Barbara? "Oh! I just lost my job! I think I'll move to Palm Springs or Beverly Hills". These people are a problem, for the most part, and why people here embrace them with open arms is beyond me.
