Responding to a tip from a Santa Barbara City Parking employee, the S.B. Police Department may have caught a rapist. Anthony Vasquez, a 19-year-old felon on probation, was arrested for allegedly sexually assaulting an unconscious woman in the elevator of a parking garage. A technician from Downtown Parking contacted Detective Michael Claytor on January 20 after witnessing what he thought was a rape while reviewing past security camera footage from an elevator in City Lot 2 at 900 Chapala Street.

Beginning just before midnight on January 17, a male suspect brought a seemingly unconscious woman into the elevator and allegedly assaulted her for an hour before leaving her there. The victim remained immobile for another three and a half hours until she woke up and staggered away. Photographs from the footage were distributed within the Police Department, and Officer Craig Burleigh recognized Vasquez.
Vasquez was soon located in Vera Cruz Park where Detective Claytor arrested him. He was booked into the Santa Barbara County Jail with charges of rape, oral copulation, penetration with a foreign object, sexual battery, and violation of probation.
Detective Bryan Jensen identified and located the 23-year-old victim, interviewed her, and put her in touch with Santa Barbara Rape Crisis.

Sounds to me like the poor victim has a righteous lawsuit against the city. She was raped under their watchful cameras eye! for an hour! in a elevator maintained by the city! in a public parking garage maintained by the city! I mean, there is never a shortage of people to take your parking fee, or right parking tickets....what about some freaking security?!?!?!?!?

Can we get a booking photo, please.....I think everyone should know what this predator looks llike....cuz we all know he won't be doing any time....especially if he goes in front of Ochoa or Hill. Most likely, they will find the rapist had a right to privacy in the elevator and that the cameras should never have been there.

@hank. that was a very judgmental thing that you have just written. I am familiar with this gentleman and he has as much connection with a gang as a mountain has with an ocean. this man was not dealt the easiest hand in life and this story is extremely depressing for both parties involved.

Hey Wilbur, neither was I or many other people who DIDN'T COMMIT RAPE.
So where were YOU to keep him out of trouble? You know the "gentleman" but obviously not well enough.

About the only thing said that is true, but why is it my heart doesn't bleed for this "gentleman" & only the victim?
This guy may just have a shot @ getting off (no pun intended) if like 2x4 said, Ochoa or Hill are presiding judges & I'm sure activists will drag out the race card.
I hope the victim of his evil & heineous act presses a stack of charges against this "gentleman" you speak of.
He ain't a "gentleman" by any means & he'll do it again if given the chance.
Come on Indy, Freedom of Information Act, print the picture of this "gentleman" so we can see who the mannerful guy is & avoid him like the plague :) henry

Clever headline but you guys could have skipped it with a subject as sensitive as this one.
@hank- Believe it or not, raping and child molesting is a big no-no in the gang sub-culture. If this guy was a gang member, not only has he found himself on the wrong side of the law, but also of his homies. I am sure he will have fun in jail either ways.

What he did was horrible. No excuses. He was "graduated" from the foster system with a history of major psychological problems. . .and without proper medical help and no parents, he had little chance.

@hank - If you could dig a bit deeper, you would see that this was not just a failure made by this person alone. SEE FENCING MOM's response above mine.
This was an issue that stems from our foster care system - One of the worst in the state. And this is only half the story of this man's life.
Ochoa and Hill are both familiar with this person and race will not even be an issue. You will notice if you see his picture on KEYT that he is white.

Sorry, but a "failure in the foster care system" just doesn't cut it w/ me & many others anymore, I am tired of excuses for bad behavior.
If I commited such a heineous act (which I'm sure some of you wish I would, sorry to disappoint you, I won't) I would expect no less than the max scorn, judgement & whatever else evil or negative you can throw my way.
The BIG difference is I wouldn't want ANYBODY defending my evil act(s) w/ sorry-a$$ed excuses.
If I did the crime you better believe I'd be ready to do the time & to hell w/ anyone's excuses or sob story, evil is evil.

Next thing you know, all the defenders of this fine "gentleman" are going to say "Well, she was drunk, probably dressed like a slut, she was asking for it." Sorry folks, doesn't fly w/ me or anyone w/ a sense of right & wrong.
You all can blame "the system" all you want, call it the worst in the state, cite a history of psychological problems, whatever. Just doesn't fly.
Personally, as a Latino, I am glad he ain't Latino, we've had more than our share of blame (& rightfully so) for heineous shenanigans.
By the way, to clarify (not to be confused w/ backpedaling) 1 thing here: My only reasoning for the "gang connections" comment was because he is a 19-year-old felon on probation & usually @ that age it's gang related around these parts. Now I'm led to believe the crime commited before this crime was MUCH worse, maybe not gang related, but MUCH worse.
This guy's a predator, simple as that & a habitual criminal, the type that believes once they think they're out of the spotlight that gives them a green light to commit more crimes.
If it ain't seen it never happened, that's what this "gentleman" was sincerely hoping.

So sorry kids, not changing my mind 1 bit on this fine "gentleman's" behavior, outcome, fate, history, whatever.

I know this man as well and this has been a huge blow to me and the friends that knew him. I want to start by saying it's obviously horribly wrong of him to do this and I couldn't be more disappointed. All I know is the "system" he was in for many years failed him greatly (he told me he was moved well over 50 times within 4 years and was living with purely drug addicts) and this should be a learning opportunity if not huge lawsuit for the santa barbara court system and c.p.s.

Then take it there! BRING IT! Nothing in the way to stop that action known as yet another lawsuit against "the system" which so many rely on.
But PLEASE, don't tell me this "gentleman" shouldn't suffer the consequences of his actions.
If you do then this has "Clockwork Orange" written all over it, you know the movie:
Alex & his Droogies go all over London, harass, terrorize, rape & murder innocent victims.
Alex gets busted for murder as a result of betrayal by his fellow Droogies.
Alex goes to prison gets & "rehabilitated" (albeit harshly).
Alex gets released then runs into all his past victims.
Alex eventually gets what was coming from his harshest victim & winds up in the hospital.
Alex's "attacker" goes to the loony ward while Alex gets:
1) A formal apology from the government.
2) De-rehabilitated.
3) His record gets expunged.
4) Gets a free pass to go out & do it all over again.
Sorry if I spoiled the plot for whoever hasn't seen Clockwork Orange yet.
This guy's actions disgust me. What he did to that woman disgusts me. What he's got coming IS fitting & DOESN'T disgust me.
Enough about "the system" because in the end AN INNOCENT VICTIM GOT RAPED BY THIS CRIMINAL.
Best part of it is how he figured he was gonna get away w/ it. Sorry Charlie, you're on Candid Camera, off to jail you go.
But I have to ask this of you & the "friends that knew him": As friends of the "gentleman" in question, shouldn't said "friends" have kept him on the straight & narrow or is that solely up to "the system" to do?
If the answer is that it's up to "the system" then guess what? "The system" is going to deal w/ him.
Sometimes "the system" watches out for drunk, passed out women in elevators who didn't ask to be raped too.
If "the system" does nothing about this guy, then I will PERSONALLY sue "the system" for it's ineptness, I'm sure I'll have a following in that action.
By the way, sorry to be over-posting on this matter, but this guy's actions sicken me to the core. Just the gory details about what he did are disgusting. Again to all post readers concerned w/ my overposts, I apologize :) henry

Ok hank, I've noticed you've been posting all day about this. Don't you have anything better to do? he was a acquaintance of mine not so much a friend.. why you would think anyone would be a personal psych to anyone is beyond me. That was up to santa barbara courts to take care of. He's just been a friendly guy. And as you should know, what we hear from our police aren't always completely true. She was with him before as far as i've heard. Still is wrong. again, but lets wait and see what really happened.

There is no excuse for rape, but if this was an ex-girlfriend and this was more than a one time encounter this could change everything. These will be things that a trier of fact will have to make a decision on, not us. If this a true case of rape, and by reading these few lines in this article it seems like it, then there is no passing the buck for this person's behavior. I have known many knuckleheads, who have been through the same systems as this guy, and who have committed crimes against other able bodied men (not rape), but who have never become rapist. The system is not right, but mens rea (guilty mind) is not in the system, but the individual. Some people make lemonade with their lemons, others throw those lemons at people, and yet others do things to people in elevators with those same lemons. It is always up to the person.
