ACTIVE AND ENGAGED: Santa Barbara’s African-American population was actively engaged in civic planning and politics as far back as 1926. That’s the year that many of the town’s black leaders posed outside of this house with none other than Pearl Chase (third from right, on porch), considered to be the mother of the American Riviera’s look.
