Larry Reiche, owner of a one-acre estate on Woodley Road on Pepper Hill, is spending $200,000 to slash his water use by more than two-thirds. Reiche has embarked on a landscaping makeover, replacing 3,500 square feet of grass with artificial turf in order to conform with his drought allocation from the Montecito Water District. He has appealed to the district to waive $780 in penalties for April and May that he says were caused by a leaking dishwasher line. Covering the pool saves 2,500 gallons of water monthly that otherwise would be lost to evaporation, Reiche says.
