Based on previous articles and connecting to several online websites regarding Artifical Reefs and marine habitat's the issue is simple, to stimulate growth and prolification of marine animals, and to give back rather to take away from the Oceans. This is a very good program that should be promoted by those who profit the most from the Oceans of the World.
