The name is a laudable yet clearly unachievable.
I would not support this at the state or federal level because there is no such thing as one size fits all regulation.
However I think a project geared toward learning what safety mechanisms work in other cities and having local authorities work to determine what would be best for our city is a good thing, as long as we have government in charge of the roads.

Oh, and I don't support helmet laws - hopefully that isn't apart of the plan. I'm for making design improvements to infrastructure, especially if that infrastructure needs to be updated anyway.
