City Council Appoints Acting City Administrator

SANTA BARBARA, CA – 9/11/2014

The City Council has appointed Paul Casey to serve as the Acting City Administrator effective October 6, 2014, following the retirement of current City Administrator Jim Armstrong. As the chief executive of the City organization, Paul will be responsible for overseeing 10 departments and managing the City’s $275 million operating budget.

Paul has served as the Assistant City Administrator for four years and has worked with the City of Santa Barbara for 17 years. As Assistant City Administrator, he provided oversight to the Community Development, Finance, Parks and Recreation, Library, and Airport Departments.

Paul has directly managed two city departments. He served as the Community Development Director for eight years where he was responsible for planning and development services, building and safety, and housing and human services. Under his leadership, he directed the City’s multi-year effort to update its General Plan and guided the City’s former Redevelopment Agency activities. He oversaw a $25 million budget and 70 employees in the Community Development Department. In an interim capacity, he also managed the Public Works Department that includes the City’s water and wastewater utilities, capital project design and construction, street maintenance, fleet services, downtown parking and maintenance of City facilities. The Public Works Department is the largest department in the City with almost 300 employees and an $83 million operating budget.

Prior to joining Santa Barbara, he worked with the City of Santa Monica as the Assistant to the Director of Planning and Community Development, Senior Planner and Transportation Planner.

Paul received his Bachelor’s degree in Economics from the University of California at Irvine and Master’s degree in Public Affairs from the University of Texas at Austin.

According to Mayor Helene Schneider, “Paul’s appointment will ensure a smooth transition for City departments while a nationwide recruitment is underway. He has a wealth of experience managing City departments and a strong understanding of issues facing Santa Barbara.”

The City Council is conducting a nationwide recruitment to fill the position beginning this month with an appointment anticipated in January 2015.
