County Board of Supervisors Appoints Workforce Development Board

At their September 15, 2015 meeting, the County Board of Supervisors approved the County Executive Office’s recommendations and appointed sixteen individuals representing the private and public sectors as well as education and labor, to the new Santa Barbara County Workforce Development Board (WDB). In addition, they appointed Second District County Supervisor, Janet Wolf, to sit on the WDB. The WDB is a requirement of the Workforce Innovation & Opportunity Act (WIOA) of 2014.

The WDB was created by Congress to provide policy guidance, operational oversight, system alignment, and regional collaboration for the publicly-funded workforce system. In Santa Barbara County, the WDB is an equal partner with the County Board of Supervisors in implementing the Federal Program. The County Board is responsible for the fiscal integrity of the WIOA funds, which last year amounted to $3.3 million.

Prior to making its recommendations, the County Executive Office opened recruitment for Board Members using the Federal guidelines that emphasizes executive-level individuals; business serving/advocate organizations; targeted, growth industry sectors private sector members; and public sector workforce stakeholders. Recruitment began in March 2015, and the second and final group of WDB members will be seated in January 2016.

“This is a major step forward,” said WDB Executive Director Raymond L. McDonald. “The Santa Barbara public/private partnership for workforce development has not seen a major update or re-vamp in over fifteen years.”
