Skateboarding is a crime? that's BS. what about a segway? what a way to raise money by criminalizing our kids for riding a skateboard. this city can go to hell. and it should. it's all about the tourists and corporations. no one cares about you if you're not rich.

A property owner technically owns everything below his land, to the center of the earth (it gets narrower and comes to a point at the center)and everything above it to a certain height. you would have to change the definition of land ownership to legally change the rules of water removal.

Galen was not from a rich family. There was no "Trust Fund" for him. He and his brother were locals at the Biltmore Pier and Butterfly Beach, back in the early 80s. Montecito had working class families living there in those days, people who worked in the area. Of course he could have done better for himself by not drinking, but Alcoholism is self perpetuating, the more you drink, the more you want to drink. the more you need to drink. and he was in very deep in that respect. He was convinced he might die from withdrawals from alcohol, so he drank 24/7 and that can only lead to disaster, and it did. He did survive an amazing number of years on mostly beer for breakfast lunch and dinner
