If every house in SB had a bright shiny metal roof (Like in the USVI and Hawaii) it would do several beneficial things. 1. It would support the safe collection of rain water, in the USVI, building code requires 10,000 gallons of rain water storage per 1,000 feet of living space and water is collected from the roof. They do not have infrastructure for water delivery except in major cities. there are water truck services that bring water if you run out.2. metal roofs can reflect as much as 90% of the suns radiant heat, reducing the need for air conditioning in summer. 3, metal roofs are much lighter than other types of roofing materials and less structure is needed to support a light metal roof as opposed to say spanish tile...
5. metal roofs last a very long time and will need replacing less often.
I am not in the metal roof business, I just want to point out that we could be more self sufficient and water wise by doing rainwater collection. along with those other benefits I mentioned it does make sense. In the USVI the water storage is built into the foundation of each home, including many on hillsides and slopes like SB has. Most homes have double or more the required water storage built in because it just makes sense and they aren.t getting a water pipe to their house any time soon so all houses there are basically self sufficient water-wise. Rain is the answer. the more storage the better. Combined with the current infrastructure it would be even more efficient allowing customers to fill their storage from the municipal source when water is plentiful.

A property owner technically owns everything below his land, to the center of the earth (it gets narrower and comes to a point at the center)and everything above it to a certain height. you would have to change the definition of land ownership to legally change the rules of water removal.
