Santa Barbara seems to be undergoing a Paradigm Shift from one of the nicest cities on the coast to one of the worst. It's a very slow process however, and we're only about halfway through it. As long as alcohol is the legal, preferred intoxicant we will continue to see these DUI type incidents. If marijuana were legal, and allowed to be served in a bar type setting (without alcohol) it would be a step in the right direction as I've never known anyone to be in a marijuana related car accident unless alcohol or hard drugs were involved.
