Best Hope to Fix California Education: teacher faculty never-say-die spirit of more learning with fewer resources. “All you have to do is spend more (Prop 30, 38) on education” should be ignored as Prop 30, 38 do not serve our state’s school and university children. Additional money (Prop 30, 38) is not the magic elixir. We are kidding ourselves by believing that education funding shortfalls disappear with Prop 30, Prop 38.
Prop 30, Prop 38 levy significant taxes on each one of us. The wounds that Prop 30, 38 are to heal have been self inflicted largely by our elected Sacramento politicians who simply do not say no to any influential interest group be they teachers, University of California (29% increase in salaries last 6 years), public employees business, or other unions or lobbyists.
As election day approaches Prop 30, 38 are used by Sacramento politicians and lobbyists to blackmail us.

Chancellor’s and Provost ‘s tuition increases make it impossible to keep the promise of equality of opportunity: access, affordability is farther and farther out of reach. Self-absorbed Chancellor, Provost are outspoken for elete public UC Berkeley ‘charging Californians much higher’ tuition. Cal. Chancellor Birgeneau, Provost Breslauer leave an indelible legacy on university access, affordability.

Cal. tuition is rising faster than costs at other universities. Number 1 ranked Harvard is now less costly. Birgeneau, Breslauer decision to ‘charge Californians higher tuition’ for eletist Cal. make it the most expensive of the expensive public universities!

Birgeneau ($450,000) Breslauer ($306,000) like to blame the politicians, since they stopped giving them every dollar demanded. The ‘charge Californians higher’ tuition skyrocketed fees by an average 14% per year from 2006 to 2011-12 academic years. If Chancellor Provost had allowed fees to rise at the same rate of inflation over the past 10 years they would still be in reach of most middle income students. Breslauer Berheneau increase disparities in higher education and defeat the promise of equality of opportunity. An unacceptable legacy for all Californians.

Additional funding should sunset. The sluggish economy and 10% unemployment devistate family education savings. Simply asking for more taxes to fund self-absorbed Cal.senior leadership, old inefficient higher education models and fund excessive faculty staff compensation, burdensome bonuses, is not the answer.

UC Berkeley is to maximize access to the widest number of Californians at a reasonable cost: mission of diversity, equality of opportunity. Birgeneau’s Breslauer’s ‘charge Californians higher’ tuition denies middle income families the transformative value of Cal.

The California dream: keep it alive at Cal. Birgeneau resigned; fire (honorably retire) Provost George W Breslauer.

On Massive Tuition Hikes Passed

Unfortunately UC Berkeley is denying sustainability to Californians by denying access to Californians. In spite of eligibility University of California Berkeley Chancellor Birgeneau ($450.000 salary), Provost Breslauer ($306,000 salary) shed thousands of instate applicants. Qualified instate applicants to public Cal. are replaced by a $50,600 payment from born abroad affluent foreign and affluent out of state students. And, Birgeneau subsidizes affluent foreign and affluent out of state tuition in the guise of diversity while he doubles instate tuition/fees.

UC Berkeley fall admit rate for Californians drops to record low 18%. Birgeneau/Breslauer accept affluent $50,600 foreign students and displace qualified instate Californians (When depreciation of tax funded assets are included (as they should be), out of state and foreign tuition is more than $100,000 and does NOT subsidize instate tuition). Going to Cal. is now more expensive than Harvard, Yale.

A shocking picture of inept UC Berkeley senior management. With the recommendations of Cal. Chancellor Birgeneau ($450,000 salary), Provost George Breslauer ($306,000 salary) allowed campus police to use excessive force - rammed baton jabs - on students protesting Birgeneau‘s doubling of instate tuition. University of California (UC) tuition, fee increases are an insult. Californians face mortgage defaults, 12% unemployment, pay reductions, loss of unemployment benefits. No layoff or wage reductions for UC Chancellors, Vice Chancellors, Faculty during greatest recession of modern times.
There is no good reason to raise tuition, fees when wage concessions are available. UC wages must reflect California's ability to pay, not what others are paid. If wages better elsewhere, chancellors, vice chancellors, tenured, non tenured faculty, UCOP apply for the positions. If wages determine commitment to UC Berkeley, leave for better paying position. The sky above the 10 campuses will not fall.
Pitch in (with deeds not words) for all California Democrats, Republicans UC!
No furloughs. UCOP 18% reduction salaries & $50 million cut.
Chancellors’ Vice-Chancellors’, 18% cut. Tenured faculty 15% trim.
Non-Tenured, 10% reduction. Academic Senate, Council remove 100% costs salaries.
It is especially galling to continue to generously compensate chancellors, vice-chancellors, faculty while Californians are making financial sacrifices and faculty, chancellor, vice-chancellor turnover is one of the lowest of public universities.
The message that President Yudof, UC Board of Regent Chair Lansing, UC Berkeley Birgeneau are sending is that they have more concern for generously paid chancellors, faculty. The few at the top need to get a grip on economic reality and fairness.
The California Legislature needs a Bill to oversee higher education salaries, tuition.

University of California (UC) picks the pockets of California parents clean. UC shouldn’t come to the Governor or public for support. (The author has 35 years’ consulting experience, has taught at UC Berkeley (Cal) where he observed the culture & way senior management work)

University of California Berkeley Chancellor Birgeneau ($500,000 salary) has forgotten that he is a public servant, steward of the public money, not overseer of his own fiefdom. These are not isolated examples: recruits (uses California tax $) out of state $50,000 tuition students that displace qualified Californians from public university education; spends $7,000,000 + for consultants to do his & many vice chancellors jobs (prominent East Coast university accomplishing same 0 cost); pays ex Michigan governor $300,000 for lectures; in procuring a $3,000,000 consulting firm he failed to receive proposals from other firms; Latino enrollment drops while out of state jumps 2010 (M Krupnick Contra Costa Times); tuition to Return on Investment drops below top 10; QS academic ranking falls below top 10; only 50 attend Birgeneau all employees meeting; visits down 20%; NCAA places basketball program on probation, absence institutional control.

It’s all shameful. There is no justification for such violations by a steward of the public trust. Absolutely none.

Birgeneau’s violations continue. Governor Brown, UC Board of Regents Chair Lansing must do a better job of vigorously enforcing stringent oversight than has been done in the past over Chancellor Birgeneau who uses the campus as his fiefdom.

University of California arrests tuition increases with wage concessions, University of California faces massive budget shortfalls. It is dismaying Calif. Governor Brown. President Yudof and Board of Regents have, once again, been unable to agree on a package of wage, benefit concessions to close the deficit.
Californians face foreclosure, unemployment, depressed wages, loss of retirement, medical, unemployment benefits, higher taxes: UC Board of Regents Regent Lansing, President Yudof need to demonstrated leadership by curbing wages, benefits. As a Californian, I don't care what others earn at private, public universities. If wages better elsewhere, chancellors, vice chancellors, tenured, non tenured faculty, UCOP should apply for the positions. If wages commit employees to UC, leave for better paying position. The sky above UC will not fall.

10 percent decrease in non-tenured faculty salaries, as well as increase research, teaching load
100% elimination of all Academic Senate, Academic Council costs, wages.

University of California faculty, Academic Senate, UCOP: tragedy - deficit; resillience - save 10 campuses. 10 campuses, UCOP are not untouchable. Californians face foreclosure, unemployment, depressed wages and higher taxes: it's time the Governor, UC Board of Regents, President Yudof showed leadership by curbing costs, particularly wages, benefits. As a Californian, I don't care what others earn at private, public universities. If wages better elsewhere, chancellors, vice chancellors, tenured, non tenured faculty, UCOP should apply for the positions. If wages commit employees to UC, leave for better paying position. On Students and Workers Show Solidarity at UCSB

Hands across Santa Barbara need to arrest free wheeling spending at community colleges and University of California, now. Cal. Chancellor’s gross overspending, poor decisions: pays ex Michigan governor $300,000 for lectures; recruits out of state $50,000 tuition students that displace qualified Californians; Latino enrollment drops while out of state jumps 2010; tuition to Return on Investment (ROI) drops below top 10; NCAA places basketball program on probation.

Chancellor Birgeneau’s ($500,000 salary) fiscal track record is dismal indeed. He would like to blame the politicians, since they stopped giving him every dollar asked for, & the state legislators do share some responsibility for the financial crisis. But not in the sense he means.

A competent chancellor would have been on top of identifying inefficiencies & then crafting a plan to fix them. Able oversight by the UC Board of Regents and the legislature would have required him to provide data on inefficiencies and on what steps he was taking to solve them during his 8 year reign. Instead, every year Birgeneau would request a budget increase, the timid regents would agree to it, and the legislature would provide. The hard questions were avoided by all concerned, & the problems just piled up to $150 million of inefficiencies….until there was no money left.

It’s not that Birgeneau was unaware that there were, in fact, waste & inefficiencies during his 8 year reign. Faculty & staff raised issues with Birgeneau & Breslauer ($400,000 salary), but when they failed to see relevant action taken, they stopped. Finally, Birgeneau engaged some expensive ($3,000,000) consultants to tell him & the Provost what they should have known as leaders or been able to find out from the bright, engaged people. (Prominent east-coast University accomplishing same at 0 costs)

Cal. has been badly damaged. Good people are loosing their jobs. Cal’s leadership is either incompetent or culpable. Merely cutting out inefficiencies does not have the effect desired. But you never want a crisis to go to waste.

Increasing Cal’s budget is not enough. Take aim at the real source of Cal’s fiscal, & leadership crisis; honorably retire Chancellor Birgeneau, Provost Breslauer.
