When I worked at the SB Superior Court (Traffic Dept.) we would get beligerant complaints from bicyclers who'd gotten ticketed for violations against the Vehicle Code (running stop signs or red lights, or riding on the wrong side of the road), people wailing about the amount of the fine. None of them had a clue about how dangerous their actions were. Your suggestion that bicyclers take a couple of classes and pass an exam is good. I might add that I'd like to see more tickets issued for both bicycle traffic violations AND for riding bicycles on the sidewalks.

I heard a story about a teacher who conducted classes for prisoners. He once idly mentioned that wealthy folk in Beverly Hills could buy bullet-proof vests on Rodeo Drive.

I suspect that if Lois Capps had chosen to intervene in this business, those knocking her for not taking a stance would instead be dumping on her for sticking her nose into this fracas.
BTW, when Walter O'Malley moved the Dodgers to L.A. he wanted to set up his own channel for Dodger games in order to milk even more money from the fans. Truly a man ahead of his time!
