The anwer is 'No, we cannot have both'. Established populations of sea otters and shellfish fisheries can not coexist. Very few debate this-I'd say that is pretty simple.

This is also a political numbers game: Those whose livlihoods would be lost are relatively few in number and therefore politically weak. Imagine if the government announced a plan to reintroduce grizzlies to California or return streams on the Southcoast to their historical flows so that Steelhead trout could migrate to the ocean. Or for that matter-native American were the original owners-give them back their land. Not of that would fly of course. But sea otters returning-Hey! they were here first. It's an old strategy-You divide, then you conquer. And of course your morality is superior and therefore justifies the whole thing.
