KenV: "If I was a business owner in Carp, I'd boycott those bags now just to spite them."

Agreed, but there's only 1 minor glitch in that: Most businesses DO want the plastic bags.
Their reasons are varied, but in the end it all comes down to lower cost of operating & ease of operation.
Personally, I use the plastic bags as trash bags or for storing food or even as a laudry bag when I go out of town to stow dirty clothes in.
But I also use them responsibly, don't let them out of my control to blow around & in many cases re-use them for certain things.
Comes down to personal choices. Plastic bags don't intimidate me. What ticks me off is the morons that are too damned LAZY to go after 1 of those bags should it happen to blow away. There's the brunt of the problem :) henry

DonMcD: "A true cost benefit analysis of this downtown scene, an efficacy report. The report needs to include what SBPD services are being denied citywide because of these distractions. These monthly reports by Chief Sanchez are seemingly on the fluffy side. Everyone is doing their job, but really is this all night bar owner run community what we want."

I agree too, but you conveniently forgot or just omitted BUMS (not homeless) & gang scum from this cost analysis.
The only difference is their high comes from a liquor store or the friendly neighborhood "candyman" :) henry

The investigation was providing info, yielding results, but the arrest was a CLUSTER-F!
What a way to arrest an armed bad cop! Textbook lesson in how NOT to do it.
Next time (hopefully there WON'T be a next time) Lt. Flores should keep his yap shut. Way to give the plan away smart guy!
In a sad way Kline is a hero, but there are consequences to that which will linger in his mind for a long time to come :) henry

Sothep, be careful, you're laying out a plan of successful proportions!
Better knock it off or the "progressives" (not Progressives) will come after you w/ the torches & pitchforks (they're Luddites you know, but they LOVE Apple products, even though Apple execs are 1%ers)!

sbmom&pop: "Did I follow this correctly that the criminal is one of the kids that was locked in the cage by the crazy mom several years back or did I miss something?"

Well, if he wasn't then, he will be now, but by the state instead of mommy derarest :) henry

Ain't that the truth?! Finally a case where the victim gets her wish. But you're right, should've been longer :) henry
