I have responsibilities for nuclear safety in Dept. of Energy (DOE). DOE has a deeply-entrenched cuture of reprisal, but I no longer much blame DOE, because no federal agency is self-regulating for its management culture. By design (i.e. the law), every federal agency relies on Office of Special Counsel (OSC) and Merit Systems Protection Board (MSPB) to perform their respective statutory duties for the regulation of essential aspects of its management culture, particularly its safety culture.
www.broken-covenant.org details my contentions of decades-long, compounded, continuing, civilization-threatening, law-breaking in OSC and MSPB, that manifests in NRC apparently subverting its DPO process.
What you can do about your concerns include:
1) make a whistleblower disclosure to OSC, per 5 USC 12132) file a grievance per the negotiated NRC-NTEU grievance procedure3) try to get professional societies as ANS involved.4) try to get groups concerned about safety at Diablo Canyon involved.
I commend that you study up a bit on engineering ethics and PE licensure, but of which require engineers to be "mandated reporters" in some circumstances, regardless of possible loss of professional standing and ecoromic security.
