The Holiday Inn was using plenty of water with its visitors - how is this any different?

In your story, it says
"such stores couldn’t employ minors" which is NOT TRUE.

Minors are only prohibited from participating in the transaction of selling/buying the tobacco product.

On Goleta Considers Smoking Ordinances

Goleta has had no ordinances in place for the past 5 years after screwing up and leaving the tobacco retail licensing and second-hand smoke details out of ordinances it put in place after operating under county ordinances for several years.
These are about protecting others from second hand smoke and having penalties in place for merchants who sell tobacco products to minors.
County Health does an excellent job, with a tiny staff, of educating about and enforcing reasonable laws protecting the public.

It comes down to: Follow The Money.
Roger has Big Energy money, Big Developer money, Big Chumash money and so on.
Too much union money isn't wonderful, but Janet is much more interested in her constituents than Roger. He's interested in them for their votes, but has a much more narrow background and scope of interest than Janet. He's also got a snide, grumpy side to him.
Janet is definitely a better choice.

The sources of Roger's major campaign donations are important reasons to vote for Janet. If you'd like more development, a weak attitude toward oil and other energy interests and bowing to Chumash demands, Roger's your guy.
The Revenue Neutrality Agreement, with money going from Goleta to the county, was approved by voters as part of cityhood. Aceves and Farr sound like whiners where that's concerned.
Janet does do her homework. And yes, she appeared to more than waffle on Goleta Beach. Not good. But she seems to have figured out how much sustaining it means to her constituents.
Janet should be re-elected.
