Peta states on their home site that they are against pet ownership. That is where this will lead. How much are we going to let the goverment regulate us. Where will it stop. We can't even have a litter of kittens or puppies without the goverments permission? Our freedom and rights are being taken away from us. Is everyone just going to stand aside and let it happen? If there were a free spay/neuter program most of the unwanted animals would be gone. It should be our choice if we want to do this or not. With all of the money that has been spent on passing rules and regulations hundreds of animals could have been fixed and this problem could be already under control. Instead laws will be passed that will make a lot of law abiding citizens criminals
