What a joke! Encouraging? Really? Why waste everyone's time implementing a bill that does absolutely nothing. I suppose you do it because there is absolutely zero support otherwise for a bill that makes it mandatory, which certainly says something in and of itself.

At a minimum the CHP need to check the driver's cell phone in case that was a factor. Maybe this was done. But if not, obtain a search warrant and get it done in order to complete a thorough investigation. Texting or talking on the phone at the time of the collision would be reason enough for criminal charges.

Isn't the City of Santa Barbara packed with visitors in August despite Fiesta? They always talk about how much money Fiesta brings to the city. They would be getting that money anyway. Have Fiesta in February and if you still generate the crowds you can then toot your economic horn. Fiesta is a drain and not a money maker in my mind. I have seen studies that say Fiesta is an economic boon, but those studies are flawed and biased in my opinion. The hotel and restaurant industry couldn't get busier in August. I call BS on Fiesta as a money maker for the City of Santa Barbara.
