Homeless people in counties all over the southwest and organization trying to get financial help for the homeless in their own communities will welcome this generosity of Santa Barbara taxpayers.
"Greyhound Therapy" for those poor souls will quickly ensue.

Paying "prevailing wages" is not an ADDITIONAL BURDEN. It is just the baseline cost of doing business. Slavery got outlawed a few years ago.

This man's life was so complicated that if it was a made or TV movie they would have to cut out some of it.
Remember the guy on Ed Sullivan Show who kept plates spinning on top of sticks. He kept rushing from plate to plate to give them a swirl to keep them spinning and eventually he couldn't keep up and all the plates fell one after another?
Mr. Marks situation, as presented here, reminded me of this plate artist.
