Has anyone here tried to report a possible DUI? I've done it a few times. You call 911, get transferred to the CHP, tell them where you saw the drunk and by the time you are spelling your name for the dispatcher, they are miles behind you or else, after you hang up, you see them on an offramp.
It's a good idea but, on a freeway, with eveyone moving at least a mile per minute, the odds of having a cop close enough to the scene to actually do something is pretty small.

The Supes don't have a clue and neither does ADMHS administration. If they did, the CAO would not think that a consultant is the answer. They just closed an RFP bid process to identify someone to tell the county how to find their way out of this mess. Most telling is the ambiguity in the RFP. I don't think they really know what the problem is. I am also pretty confident they won't want to spend the money it takes to do get solid data.

DeNunzio's driving looked fine to me but he broke a few laws of the street in that parking lot. Experience in my reckless youth taught me ALWAYS be polite to cops, ALWAYS do exactly what they say and NEVER get physical. If not, the video shows what happens next.
Cops never know who or what they are going to be dealing with when they make a stop. They start out on full alert and it's your behavior that ratchets the situation up or down. They work in a world most of us have no concept of and their lives depend on split-second situational assessments.

It's a serious question by the way.
