The last I heard, you're not supposed to park in a red zone at all, irrespective of whether you are impeding traffic or not. When I was in college, I used to drive for Yellow Cab, and I know that cabbies take a lot of liberties with the law. You're in a red zone. You should be cited.

Makes sense to me, especially the part about the unions. A large part of GM's problem was that they were spending a large amount of their revenue on those oppressive union pensions. When a company is forced to pay unskilled, uneducated workers $30/hr, it's soon time to shut down or move out. State and local governments are also facing the same thing with the extortive public employee unions. The only problem is, they can't get out, but they can certainly shut down.
