    * Until 245 PM PST Thursday
    * A band of heavy rain is forecast to develop along and north of
    Interstate 80, roughly from Solano County and southern Lake County
    into the foothills and higher elevations of the Sierra Nevada,
    later this evening and into Thursday morning which may cause urban
    flooding or ponding of water on roadways. The band of rain is
    forecast to move slowly south of Interstate 80 early Thursday
    morning. Poor drainage areas or leaf-clogged drains could result
    in minor flooding in the advisory area.
    * Rainfall rates may exceed a half inch to nearly one per hour in
    the foothills and higher elevations of the Sierra, and up to a
    half inch per hour in the Valley at times, later tonight and early
    Thursday. This could result in minor rock or debris flows along
    mountainous highways and in recent burn scar areas.
    * Some locations that will experience ponding of water on roadways

    The Sacramento area, Vacaville, Fairfield, Paradise, Oroville,
    Auburn, Grass Valley and Marysville.
