    SACRAMENTO AND YOLO COUNTIES...
    AT 829 PM PST...DOPPLER RADAR INDICATED HEAVY RAIN THAT WILL CAUSE
    URBAN AND SMALL STREAM FLOODING IN THE ADVISORY AREA.
    A LARGE BAND OF HEAVY RAIN IS MOVING OVER MUCH OF NORCAL THIS
    EVENING AND IS CAUSING RAPID STREAM RISES. GENERALLY 1-2 INCHES OF
    RAIN WILL FALL OVER THE VALLEY DURING THE NEXT 12 HOURS. THERE WILL
    BE POCKETS OF MUCH HEAVIER RAINFALL WITHIN THE BAND WHERE 3 OR EVEN
    MORE INCHES COULD FALL. THE HEAVIEST BAND WILL BE FROM NOW THROUGH
    MIDNIGHT.
