    * AT 1250 AM PST...DOPPLER RADAR INDICATED HEAVY RAIN SPREADING
    ACROSS MUCH OF THE SACRAMENTO VALLEY THAT WILL CAUSE URBAN AND
    SMALL STREAM FLOODING IN THE ADVISORY AREA. RADAR ESTIMATES THAT
    OVER A HALF INCH OF RAIN PER HOUR IS FALLING IN SOME AREAS.
    * HEAVY RAIN IS OCCURRING ALONG INTERSTATE 5 FROM NORTH OF DUNNIGAN
    TO NEAR REDDING, AND ALONG HIGHWAY 99 FROM RED BLUFF TO SOUTH OF
    CHICO.
