    * WHAT...Heavy snow is occurring. Plan on difficult travel
    conditions. Total snow accumulations of 3 to 6 inches above
    8000 feet, with localized amounts up to 18 inches above 9000
    feet, are possible. Wind gusts 30 to 50 mph possible at the
    highest elevations.
    * WHERE...Tulare County Mountains.
    * WHEN...Until 7 AM PST this morning.
    * ADDITIONAL DETAILS...Significant reductions in visibility are
    possible with strong wind and heavy snow. Snow levels lowering
    to around 8000 feet.
