Supervisor Janet Wolf proved unsuccessful in her efforts to delay and examine a plan to deny county managers the traditional job protections afforded by the civil service system. County CEO Mike Brown unveiled the new “leadership” management designation last year as part of his efforts to streamline county government by making it easier to hire and fire county managers. Brown has already placed 50 managers in this new unprotected class, and on 6/5, the supervisors allowed him to add another 12 to the list. That change was vigorously opposed by many county managers, and especially so by attorneys working for the Public Defender’s office – many of whom face a loss of civil service protection. Wolf sought to delay the vote – pending further review of the program – but got nowhere with any of her four colleagues.
