Foot Chase Ends in Parking Lot of Chapala Street Ralphs

Santa Barbara residents shopping at the Chapala Street Ralphs grocery store around 9 p.m. Wednesday night may have noted a brief-but-noisy police action that ended in an arrest. A plainclothes police officer patrolling around the MTD bus depot on Chapala Street had noticed a man – later identified as 38-year-old Goleta resident David Allen Bogard – perspiring heavily and talking to himself. The officer interpreted this behavior as indicative of Bogard being under the influence of drugs. The officer approached Bogard, at which point Bogard ran away, across Chapala and into the Ralphs parking lot, yelling “Help!” repeatedly. The officer removed his jacket, revealing a police jacket and badges underneath, yelling for Bogard to stop and loudly identifying himself as a police officer. The officer caught up with Bogard right at the Ralphs entrance and arrested him for intoxication, resisting arrest and possession a weapon – specifically a gravity knife – that he found on Bogard.
