According to Sheriff’s Department spokesperson Drew Sugars, a 15-year-old boy was walking near San Marcos High School around 6 p.m., he told authorities, when Bibiano drove up in his truck and pulled over next to him. Bibiano reportedly held up a cell phone and told the boy that someone was on the phone for him.

The teen didn’t stop walking and instead immediately reported the incident. A short time later, deputies located Bibiano. After questioning him, the deputies arrested Bibiano for child annoying and booked him into the Santa Barbara County Jail.

Bibiano was driving without a license or registration. He’s being held in jail on a no bail immigration hold.
