The Santa Barbara school district received an overwhelmingly clean bill of health from its independent auditor, despite a few niggles about associated student body accounting at Santa Barbara Junior High and Dos Pueblos High schools. Despite questions from trustees, certified public accountant Royce Townsend resisted commenting on the wisdom of capital appreciation bonds, pointing out that that is the job of a financial advisor. He did note that average daily attendance, on which state funding is based, is projected to decrease in 2013.
