Garcia Takes Over as Superior Court Presiding Judge

Judge Arthur Garcia is the new presiding judge of the Santa Barbara Superior Court, replacing outgoing presiding Judge Brian Hill in the two-year rotating position. Garcia, who has been a North County judge since 2003, is joined by Judge James Herman, who will be the assistant presiding judge and will take over for Garcia when his two-year term is completed at the end of 2014.
