What is happening to many young people in foster care is not something that can be left unattended. Although much of it stems from bad parental behavior resulting in their children becoming wards of the state, unless responsible relatives can be found to take them into their care, the children are placed in foster homes or group houses. The treatment of far too many of them spawns a torrent of young people unable to assume responsibility for themselves, who drop down to the lowest ranks of lawless and homeless humanity, at great continuing cost to society. The worst results characteristically occur in the poor districts of large metropolitan areas.

The challenge for the system is to make responsible citizens out of these dropouts. There is abundant evidence that bureaucratic, centralized youth care systems are incapable of such salvation and that properly motivated community effort has to be the mainstay of that effort.
