Hire from Within

Why does our city always look outside the box to fill in positions of importance? I’m speaking of the new police chief. I’m sure we have enough talented and experienced to fill in these positions. Moves like this always cause resentment and frustration from the rank and file. History’s going to repeat itself like the last chief.
