I am impressed today by the single-story, carless, small-size apartment courts scattered around downtown. These date back 100 years. I do not see why not to allow them scattered around the edges of downtown? They are already found around downtown anyway. Also, near downtown is an old boarding house. These used to be common. Both these housing types could help alleviate the needs for students, disabled, homeless, mentally handicapped people, and so on. The tenants could walk or use public transit. Of course, there should be control to avoid speculation, use as vacation units, or second units by out of towners.
