County supervisors celebrated last December’s opening of the Pescadero Lofts apartment complex in Isla Vista, which has housed 32 formerly homeless people. Impetus for the development came after a 2011 survey identified 114 homeless people in the community. The $9.7 million project — paid for with a combination of low-income housing tax credits and low-interest loans — offers part-time mental-health services and could in the future provide programs for drug abuse and job training.
