Since e-bikes are capable of speeds above 25 mph on our public roadways, doesn’t a concern for safety suggest that they, and their drivers, should be licensed as are other two-wheel motorized cycles and their drivers? Of course, licensing them would have a big impact on sales. Could that be why it’s not an obvious solution?
