Louis Albert Scroggin passed away July 24th, 1007, he was 88. Services will be as follows: Graveside Service: Monday, July 30th., 11am at Santa Barbara Cemetery followed by a Memorial Service at 12:30 pm at El Montecito Presbyterian Church. Arrangements are being handled by Welch-Ryce-Haider Funeral Chapels, 805-965-5145.
