In an effort to keep the road clear of old cars and their
smog-producing pollutants, the Air Pollution Control Board (APCD)
is resurrecting a program to buy cars made in 1988 or earlier for
$800 a piece. With a budget of $150,000, the APCD hopes to retire
130 vintage gas guzzlers and convert them to scrap metal. If
successful, the car buy-back program will reduce the quantity of
smog precursor emissions by about 40 tons. This is the third
incarnation of the program, which has removed 1,550 old cars from
the road since 1993 and about 340 tons of pollutants from the air
