The owner of the La Rumba Bar, located at 3435 State Street, was cited for serving alcohol after 2 a.m. on the morning of 7/14. Police saw people drinking, then went in to investigate, since a city ordinance prohibits consumption of alcohol in bars between 2 a.m. and 6 a.m. Also charged was 34-year-old bar patron Francisco Diaz Jr., who was found to be in possession of cocaine and methamphetamines. Diaz was booked into the Santa Barbara County Jail.
