During a second reading this week of a medical marijuana dispensary ban approved by the Goleta City Council on 6/2, Mark Russell-the proprietor of Goleta’s two medical marijuana clinics-proposed an amendment to the ordinance allowing him to relocate his clinic from his home to a commercial location. The council unanimously denied Russell’s request, which he said will affect the 16 patients he currently serves, forcing them to pay higher prices in Santa Barbara.
