Hap Freund-executive director of Channel 21, Santa Barbara’s public access TV station-announced that he was stepping down at the end of the year. Channel 21 is funded by revenues collected from Cox Cable, which holds the cable monopoly on the South Coast, but is run by an independent nonprofit formed in the past five years. Freund was the first to run the new entity and is credited with invigorating the public affairs content on the channel.
