The House passed a revised version of Congressmember Elton Gallegly’s anti-crush video bill, but the Simi Valley Republican—who represents much of Santa Barbara County—complained that the insertion of unnecessary new language will ensure the bill isn’t passed this legislative session. Gallegly’s first anti-crush bill—designed to outlaw films showing the destruction and mutilation of animals—was rejected by the Supreme Court as too broadly written to comply with the First Amendment. Gallegly changed his bill accordingly, and his amendments were approved by a 416-3 vote, which were ratified by the Senate. But last week, House representatives made minor changes to the bill, which will require that it be referred back to the Senate one more time.
