Chief Assistant County Counsel Stephen Underwood, who has worked for the county for more than 28 years, will retire in October. He will become a full-time faculty member and the new faculty chair at the Santa Barbara College of Law, where he has taught since 1998. In addition to his position with the county, he is also general counsel for the Santa Barbara County Association of Governments.
